The highly-rated duo are Spurs' most prized assets and the Premiership vultures have persistently been circling over North London.
Republic of Ireland full back Carr has struggled with injury during the past 18 months but has been linked with a move to Arsenal and Manchester United.
Former Spurs boss George Graham also believes Carr will leave in search of trophies, although he still has two years remaining on his contract.
Spurs are also keen to ensure Carr does not head down the same route as old team-mate Sol Campbell, who committed the cardinal sin of joining fierce rivals Arsenal on a free transfer.
Welsh wonder Davies has been in sparkling form this season and has also been mooted as a target for the top flight titans.
But Spurs chief Hoddle insists the pair can fulfil their ambitions at White Hart Lane and is determined to ignore the whispers on the transfer grapevine.
"There is no reason success and ambition cannot be fulfilled for all our players at Tottenham," affirmed Hoddle.
"We are an ambitious club. We want to be successful this season and next and beyond that.
"All our players are of the same mind. We can't worry about what people say outside."
