A number of clubs had been considering a move for the Addicks ace, but Spurs have swooped to seal their second loan signing in 24 hours - after they also landed Stephane Dalmat from Internazionale.
The 22-year-old has moved to White Hart Lane for an initial four-week spell, but the deal could be made permanent if he impresses manager Glenn Hoddle.
The Spurs boss has also allowed Perry to join The Addicks on a similar deal and he could be involved in any permanent move, again should he impress during his stay in South London.
"With Gary Rowett and Richard Rufus injured at the moment, and Mark Fish soon to serve a suspension, I felt we needed to bring in someone of Chris's experience and I'm looking forward to working with him," said Charlton boss Alan Curbishley.
"With regards to Paul, it's no secret that he's on the transfer list. Glenn wanted to take the opportunity to have a look at him so it is an amicable arrangement for everyone."
