Magpies boss Sir bobby Robson has made significant strides in the transfer market this summer after luring Patrick Kluivert, James Milner and Nicky Butt to St James' Park.
However, he still wants to add a quality right back to his ranks but has been frustrated in his pursuit of both Miguel and Ajax star Hatem Trabelsi.
Benfica have refused to part with Portugal international Miguel with their UEFA Champions League campaign in mind, while Trabelsi appears likely to finalise a move to Arsenal in the coming weeks.
Carr has been a long-term target of Robson and has just one year left on his deal at White Hart lane.
The Republic of Ireland international has resisted attempts to make him sign an extension but Spurs are determined not to see him leave on the cheap.
Reports suggest that Newcastle are ready to test the North Londoners' resolve with a fresh £2 million bid, and Robson concedes he is desperate to land a right-sided full back.
"It's no secret we've been looking for a right back," he declared.
"I've spoken to the chairman (Freddy Shepherd) about this all summer. It seems to be taking longer than I would have thought - but we will persevere to bring in the last piece of the jigsaw."
