The 20-year-old will move to White Hart Lane after the two clubs ended the long-running transfer saga by hammering out a deal for the player.
Routledge enjoyed an impressive season with The Eagles despite their relegation, although he refused to sign a new contract at Selhurst Park with his deal due to expire this summer.
Palace boss Iain Dowie had been determined to hold onto his electric winger although Routledge remained steadfast in his decision to further his career at a bigger club.
Whilst Spurs failed with two bids for the England Under-21 international in January, they have now landed their man and avoided the prospect of facing a tribunal that would have intervened due to Routledge's tender age.
It is believed that personal terms have already been agreed, with just loose ends to be tied up before the player can join his new team-mates at the start of July.
A statement on the official Palace website read: "Crystal Palace Football Club have agreed an undisclosed compensation fee with Tottenham Hotspur which will see Wayne Routledge join the north London club as from July 1."
This latest development comes just two days after Spurs announced they had agreed a fee for Leeds starlet Aaron Lennon, as the North London side continue their commitment to recruiting promising English talents.
