The England Under-21 international has moved to Carrow Road on a season-long loan in a bid to further his career.
Marney has yet to cement a place in Tottenham's first-team squad and has been allowed to accrue experience with The Canaries.
The Championship club had been chasing Marney throughout pre-season but had to wait until Spurs returned from their pre-season trip to the Far East.
The 21-year-old was involved in the Peace Cup programme but will not take high rank in Martin Jol's plans this season.
Jol has brought in a batch of promising youngsters during his tenure and clearly feels homegrown talent Marney will benefit from a spell away from White Hart Lane.
The Dutchman does hold the winger in some regard, though, after handing Marney a two-year contract extension in the spring.
Marney's arrival at Norwich will help to soften the blow of Damien Francis' impending departure, with the club having agreed a fee with Wigan Athletic for the midfielder.
