Sources in the Midlands believe that the prolific striker has a release clause in his current contract and now the Latics may have no option but to allow him to talk to The Baggies.
Ellington has just one-year left on his current contact at The JJB Stadium and Wigan had been keen to secure him on a new long-term deal.
However, with West Ham and Tottenham also said to be keen - Ellington could now be heading for the exit door.
Ellington is now set for talks with Wigan on Wednesday, although his representative Tony Finnigan refused to comment on suggestions that a £3 million bid had been lodged.
"We have nothing to say on that," Finnigan told skysports.com.
"We are meeting with Wigan on Wednesday and that is all we can say at this point."
