The Mali international has been targeted by his former club, with reports suggesting a £6 million bid is in the pipeline.
The Hammers are ready to revive their interest in Kanoute after missing out on the capture of Monaco forward Emmanuel Adebayor.
Kanoute left Upton Park for White Hart Lane in a £3.5 million deal two years ago and he is a key member of the squad.
But Kanoute is not guaranteed a regular role in the starting line-up due to competition from Jermain Defoe, Mido and Robbie Keane.
He has already snubbed a switch to West Bromwich Albion this summer and appears willing to fight for his place in North London.
Spurs boss Jol is aware of the interest from across the capital but has urged Kanoute to focus on the challenge with his current team.
"They did make an enquiry to our chairman a couple of weeks ago for Fredi but all our players want to compete for a place in the side," said Jol.
"This is the place to be and that goes for all our guys. This is a big year for everyone at the club and if you play 25 games you are going to be happy.
"I still think there are five clubs who are better than us but we can match the likes of Middlesbrough, Newcastle and Everton."
