The Spanish side have moved to bring the Mali international to La Liga on a four-year deal.
Sevilla have been searching for a new striker to replace Julio Baptista and they feel Kanoute will be an ideal replacement for the Brazilian.
Kanoute's future has been the subject of intense speculation all summer with the likes of West Ham and Newcastle linked with his services.
The former Lyon ace had claimed that Spurs were trying to offload him against his will and now Sevilla have moved to tie up a deal for his services.
Sevilla president Jose Maria del Nido insists the deal is done - despite claims Newcastle are launching a late bid to hijack the transfer - and claims he will be the club's last signing of the summer.
"It was a transfer we have had sealed for about a week and is as a result of an express demand from (manager) Juande Ramos who has asked for a player of his characteristics," del Nido stated.
"We have been working on the operation for some time; yesterday (Tuesday) we agreed terms with the player and it is now certain that the squad is completely finalised.
"Sevilla have now configured a squad which is sufficiently competitive to bring happiness this season."
On Kanoute himself, del Nido continued: "He has played in the Premier League for the last five years and has been a fundamental player in the teams he has played for.
"He will bring us something that we believe is necessary.
"He is tall, dominates in the air and is very good technically and can also play up front or just behind the main striker."
Kanoute will form a formidable forward line with Javier Saviola for Sevilla next term if, as expected, the deal does officially go through.
