Spurs boss Martin Jol has recently reiterated his desire to keep Brown at White Hart Lane, with the player considered to be a more than capable performer when called upon.
Brown too has previously stated his contentment in North London but it would appear the desire for more regular football has seen him crave a move elsewhere.
The former Sheffield United favourite enjoyed an excellent campaign last year, but the summer arrivals of both Jermaine Jenas and Edgar Davids have pushed him somewhat to the periphery this term.
Several Premiership clubs have been monitoring his situation but it is Fulham, rather than fellow front-runners Birmingham, that have convinced him to seek pastures new.
A figure of £1.7 million has been mooted, with Brown now seemingly set for a switch to Craven Cottage before the transfer window closes on Tuesday evening.
Meanwhile, it appears Birmingham's proposed swoop for Tottenham defender Anthony Gardner could now be put on the back burner.
