The 25-year-old, who is contracted to the Biancoceleste until the summer of 2011, is reportedly seeking a fresh challenge after spending the past five seasons with the club.
With the futures of strikers Darren Bent and Roman Pavlyuchenko both uncertain, manager Harry Redknapp could be set to lure fresh attacking talent to White Hart Lane.
Pandev's agent says Spurs are just one of a host of team circling his client, who is leaning towards leaving the Stadio Olimpico this summer.
