The Northern Ireland international flyer moved to Ewood Park from Newcastle in £2.25 million deal two seasons ago, but his stay in the North West of England has been dogged by injury.
It would now appear that Souness has finally lost patience, with him saying: "I think it`s a shame Keith finds himself in this situation. He`s a player who has ability but has got himself lost.
"I hope this will shock him into a different attitude and make him a good player for someone else.
"He just hasn`t performed for me while I`ve been at the club so I feel this is in the best interests of both parties."
Souness has also placed defender Simon Grayson on the transfer list, a move which could tempt Sheffield Wednesday boss Paul Jewell to renew his interest, after the two clubs failed to agree a fee for the 30-year-old while he was on lona at Hillsborough at the start of the season.
Meanwhile, Souness has slammed match officials, with the Scot claiming that striker Mark Hughes is being victimised.
An angry Souness said: "We have a world class player, but his reputation goes before him. Referees look at his name on the team sheet and don`t judge fairly. He is getting abused."
