Although the transfer deadline has expired, County boss Andy Kilner gained special dispensation from the Football League to bring in another shot-stopper, after losing four goalkeepers to injury.
Lee Jones and Andy Dibble have calf strains, while third-choice Sam Turner has a hamstring injury and youth keeper Gary Maguire is out with a damaged shoulder.
17-year-old Craig Budgen was left as the only fit keeper at Edgeley Park, and he received a kick to the head during the Cheshire Senior Cup final defeat by Stalybridge Celtic on Monday.
Rovers boss Graeme Souness has three top keepers at Ewood Park and did not object to Kelly getting some first-team action.
The 32-year-old started the season as first-choice but has been displaced by the arrival of American international Brad Friedel.
Kilner will welcome a keeper of Kelly's standard at Stockport, he has played nearly 400 league games for Preston, Sheffield United and Blackburn and has collected 30 caps for the Republic of Ireland.
