The Magpies, along with Middlesbrough, Blackburn Rovers and Ipswich Town, had been linked with a swoop for the England Under-21 star, although it now seems that there will be a three-way race for his signature after the United boss stated that he was not willing to gamble with Newcastle's money.
Robson, who has also been dealt a blow after learning that defender Andy Griffin requires a hernia operation, has other priorities, saying: "A club in our position cannot afford to pay big money for a kid who might not make it, because we need ready-made players who can come straight into the first team.
"We are very open-minded when it comes to keeping an eye on youngsters but it's becoming more and more difficult to make a move."
Middlesbrough are keen to provide cover for their fragile midfield, while Ipswich are also looking to strengthen their squad, although a club spokesman was cool on speculation surrounding potential transfer targets.
"We have a number of people at home and abroad looking at players all the time," said director of communications Alesha Gooderham, when responding to the recent link with Levski Sofia's George Ivanov.
"There will always be speculation with scouts spotted at certain games, but that just shows how hard they are working and how much ground they are covering."
