The former Grimsby star (pictured) has failed to to settle on Wearside since his £1 million move from Everton two years ago and has made just 13 starts for The Black Cats.
The Welsh international will make his Tykes debut on Saturday when Barnsley travel to Burnley.
Oster will be out-of-contract at Sunderland in the summer and was told by manager Peter Reid earlier this season that he could leave, after rejecting the offer of a new deal at the Stadium of Light.
Barnsley boss Nigel Spackman moved for 22-year-old Oster after failing with a bid for Hignett, who rejected a move to Wolves earlier in the week.
However, the South Yorkshire side only wanted their former idol on loan and once that idea was rejected, they could not consider buying him.
"We looked to bring players in on loan and I spoke to Graham Souness about Craig Hignett, but Graham will not let him go out on a temporary basis," Spackman told the club's website.
"He would probably sell him but we are not in the market to be able to buy him or pay his wages so that really is a no go on that one either."
