Souness was keen to bring the giant Finnish international to Ewood Park to bolster his striking options, but County rejected their initial £500,000 bid.
County were reportedly interested in doing a deal if veteran striker Mark Hughes went the opposite way, but Souness admitted the Wales boss was not keen on the move.
"We made an enquiry about the player and the two clubs' valuation of him was very different," Souness told the club's official webiste. "End of story!"
"Stockport did make an enquiry about Mark, but it was felt it would not be an attractive move for him at this stage of his career.
"In fairness, Mark has been magnificent for me and I would listen to any move he was keen to make. He is his own man and knows his own mind."
