The Republic of Ireland international has been in stellar form for club and country this season, with the World Cup finals the next big stage for the winger to make his mark this summer.
Duff took 34% of the readers' votes while England Under-21 star David Dunn was second with 21%, as they helped Rovers consolidated their position in the Premiership after their first season back in the top-flight.
Two World Cup-bound stars took third and fourth place votes - Turkish international midfielder Tugay Kerimoglou had 716 votes while American number one goalkeeper Brad Friedel scored an ominous 666 votes.
Matt Jansen, who many had tipped for a shock call-up to England's World Cup squad, finished a close fifth behind Friedel with 659 votes.
Veteran striker Andy Cole, who moved to Ewood Park from Manchester United during the season, but did score the winner in the Worthington Cup final, finished a distant sixth with 426 votes.
