Sukur and Souness worked together at Galatasaray and the Scot is a long-term admirer of the 'Bull of Bosphorus' who is a free agent after being released by Parma.
Despite having the striking talents of Andy Cole, Dwight Yorke and Matt Jansen in the Ewood Park stable, Rovers have struggled to find the back of the net this season and Souness admits fresh faces are required.
"We feel we are weak in certain areas and we will try and strengthen that in January if we have enough money," said Souness.
"But we are not the Blackburn of when Jack (Walker) was alive. We are in there with everyone else now."
Italian pariah Corrado Grabbi is set to be offloaded after failing to justify his sizeable price tag and Souness will be keen to bolster his mis-firing front-line as they push for a European place.
Sukur cut a forlorn figure in the World Cup despite Turkey reaching the semi-finals and will hope to impress at Rovers as he bids to put his ailing career back on track.
Blackburn have also been linked with Nantes left back Sylvain Armand, who recently broke into Jacques Santini's French squad, with Arsenal and Manchester City thought to be in the running for the 22-year-old.
