21-year-old Dunning has arrived at Moss Rose after completing a similar spell at Torquay United.
Rovers are willing to let him continue his education away from Ewood Park and have allowed him to move to Macclesfield.
"He's a talented midfielder who played against us for Torquay," Silkmen boss Dave Moss told the club's official website.
"He will give me a little more competition in our midfield for his initial month's loan."
Moss is also hoping to complete the signing of Ross, after the player performed a u-turn on his decision to shun a move to the Moss Rose.
The 20-year-old has now decided to accept Macclesfield's offer and should sign this week.
"Neil realises that he made a mistake and that his agent had jeopardised the transfer," said Moss.
"I want him to prove that he wants to play for us and he'll be coming back on our terms.
"My opinion of him as a player has not changed and I still think that he has a lot to offer Macclesfield Town but we cannot break the bank for any player."
Meanwhile, Stockport have also confirmed that Mark Byrne and Jon Scragg have had their contracts cancelled at Edgeley Park.
