As first revealed on planetfootball, Turkish international Sukur has grown dissatisfied with life in Blackburn, and will depart amidst claims of a rift with manager Graeme Souness.
Souness confirmed that there was no place at Rovers for the striker - stating that money was the key reason behind his departure.
"We are not in a position to sign Hakan," Souness stated.
"We cannot make an offer which is attractive enough to him. We have a lot of strikers and we have Matt Jansen coming back for next season.
"We are hoping to see the old Matt Jansen, and if we do, he will have a big say in who plays up front.
"Money is tight in football generally, not just at Blackburn.
"We have got to spend wisely and we have priority positions."
Fenerbahce remains the most likely destination for Sukur, who has also played in Italy for Internazionale and Parma.
The Turkish giants are keen on bringing back the striker, who is one of the best known players in his native country.
