Rovers are said to be rivalling Aston Villa for a player The Foxes have no wish to sell, with Souness admitting he has held a long-standing interest in the Turkish international.
It would appear clubs are jostling for position following the opening of the transfer window and Souness has set the wheels in motion by tabling an offer for a player who is out of contract in the summer.
"We made an offer for him yesterday (Thursday) and are waiting for a reply," Souness told Sky Sports News.
"I had an interest in 12 months ago. He has great enthusiasm.
"He is a good player who has been in The Premiership a long time and will be a good partner for the players we have here.
"Barry (Ferguson) will almost certainly be out for rest of season so we need to strengthen."
Ferguson broke his kneecap against Newcastle and was expected to miss the remainder of the season, but reports have suggested he could be back in three months.
However, Souness is not prepared to rush the Scottish international back into action and would prefer to leave him on the sidelines until the summer.
Souness added: "He had an operation on a kneecap he fractured in three places. It has been wired together and he should be back in training in three months.
"The surgeon has been pleased with it and there was no damage to the patella tendon.
"He could be back before the end of the season but if I am happy with how things are going I would rather leave him alone until the pre-season."
Souness is also looking at his goalkeeping options, having lodged a bid to keep Aston Villa's Peter Enckelman at the club on a permanent basis.
