The midfielder was on trial with Graeme Souness's men but did not initially earn a deal with the Premiership club.
However, Stabaek have confirmed they have reached an agreement with Rovers and the Norwegian is travelling to England to take routine tests ahead of a beat-the-deadline switch.
Meanwhile, Souness has been speaking about the failed bid for Huddersfield's Jon Stead.
"We made an offer but they don't see it as being big enough and that's it as far as we are concerned," stated the Rovers manager.
"It's not my department, but I don't think we'll go back.
"We've got a budget to work with. We made what we think is a decent offer and the ball is in their court."
As regards the sale of Martin Taylor to Birmingham City, Souness feels the centre back is missing one vital ingredient.
"Taylor's not 100 percent done and dusted," he told Sky Sports News.
"We'll see today if he signs there.
"'Tiny' is a player who might come back and bite us on the backside. He just needs to be more aggressive and he will be a top player.
"I just felt he's missing that devilment that all top players have. If he ever gets that, he will embarrass us all here."
