Latics boss Paul Jewell has been angling to strengthen his left flank and has finally ended his quest with the swoop for Mahon.
The Republic of Ireland international is only a bit-part player at Ewood Park and has been allowed to leave the club by Graeme Souness.
He has already spent a spell on loan at Ipswich Town this term and is now set to return to Division One with Wigan.
Mahon has concurred on a contract with The Latics and has also passed a medical, with the move set to be rubber-stamped on Friday.
The 25-year-old is due to train with his new team-mates on Friday morning and is expected to go in to the squad for Saturday's clash against Ipswich.
Meanwhile, Blackburn teenager Jay McEveley has undergone surgery on the dislocated knee he suffered while on loan at Burnley.
McEveley picked up the problem during Burnley's FA Cup third round tie at Mansfield in early January and was immediately ruled out for three months.
Blackburn now feel the defender is unlikely to be fit to return to action before the end of the season following the operation.
