The Irish midfielder's deal at Ewood Park expires at the end of the season and manager Graeme Souness is keen to keep Douglas.
Souness confirmed earlier in the spring that he would be looking to resolve the 22-year-old's future before the campaign finishes.
But Douglas has snubbed the club's opening gambit in the negotiations as it appears he is seeking guarantees regarding his first-team opportunities.
Douglas has been a key figure in the second half of the season after spending three months on loan at Blackpool earlier in the term.
However, he fears he could slip back down the pecking order once Barry Ferguson and David Thompson return to action next season.
Rovers are understood to have offered Douglas a four-year contract with Souness having been impressed by the player's versatility.
Both parties are now set for further discussions, with the playing side, rather than financial issues, seemingly the key stumbling block to a satisfactory resolution.
