Dutch side Excelsior Rotterdam have rejected Rovers' first £500,000 offer for the young striker, and have been told they expect more for his services.
The 20-year-old was on trial at Ewood Park last month and Graeme Souness is keen to add him to his squad.
El Hamdaoui says that he would like to move to the Premiership side, but they would need to offer more money first.
"If Blackburn really want me, I expect they will reach an agreement," said El Hamdaoui.
"I expect to hear from them soon. My trial with them was a wonderful experience, and I was glad to be able to play for them."
Rovers chief executive John Williams says they are keen to sign El Hamdaoui, but will not be rushed into anything.
Williams also added that more new signings could arrive before the close of the transfer window.
"We want to get the player, but it is not something we are going to rush," said Williams.
"It's unlikely there will be anything done before Saturday.
"We are still having a look and always want to keep improving, so we wouldn't rule out the possibility of more additions before the transfer window closes at the end of the month."
