The Lancashire side have moved for the former Coventry star after they agreed to let Dwight Yorke leave the club.
Crystal Palace had been strongly linked with Bothroyd, but they have turned their attentions to Italian Nicola Ventola.
Bothroyd, who was a reported target for a number of English clubs, has now joined Blackburn on loan with a view to a permanent switch - while Yorke now looks set to join Birmingham.
Celtic had been leading the chase of the Trinidad & Tobago striker, but Birmingham look to have swooped and steal him from their grasp.
"He (Bothroyd) had a good season last year and it was a case of trying to do it at the last minute because the interest from Celtic for Dwight only just came in," Rovers boss Graeme Souness told Sky Sports News.
"As I understand it, Celtic did agree a fee with us for Dwight and he was given permission to talk to them - now Birmingham have come along and offered the same money, so it is now up to him.
"He fancies Birmingham as he still has friends around following his time at Aston Villa.
"I liked him as a man, but I thought I should have got more from him.
"I would only wish him well for the future."
Should Celtic miss out on Yorke, they may yet be bolstered by the signing of veteran French defender Marcel Desailly.
The former Chelsea stopper is reported to have been offered a short-term deal at Parkhead.
