The England Under-21 striker looks surplus to Mark Hughes's requirements at Ewood Park and now Sunderland are ready to make a move.
Black Cats boss Mick McCarthy is a big fan of Stead and nearly signed him in 2003, before Blackburn grabbed him.
Hughes is now looking to bring in a couple of strikers over the summer and Stead will be sacrificed in order to make room.
"Apparently, Blackburn have given permission for Jon to speak to Sunderland after agreeing a fee," Stead's representative John Seasman said.
"The next step will be to meet Mick McCarthy, see what he says and take it from there.
"Jon knows that Sunderland are a wonderful club with a massive following and the history to go with it.
"The only reason he joined Blackburn was because, at that time, it came down to a straight choice between Premiership football and Championship football."
