The 30-year-old is currently at Metz, but his contract expires at the end of the season and the French side are willing to let him leave.
Ahn will spend the next few days training with Rovers in a bid to impress Ewood Park boss Mark Hughes.
The skilful forward, who impressed at the 2002 World Cup, is determined grab his chance of winning a move to England.
"I haven't signed the deal yet and it's still possible that this won't work in the end. Now I really feel cautious," said Ahn.
"I will never let go of this opportunity since a Big League club picked me. I will do my best to meet the expectations from my fans."
Hughes is thought to be in the market for a new striker having allowed Matt Jansen to leave the club last week.
