The 22-year-old Canadian international moved to Loftus Road in the summer following Rovers' relegation to the Championship.
Under FIFA rules, Blackburn were entitled to receive a fee for the winger, who joined their academy aged 13.
A statement on the Lancashire club's website read: "Blackburn Rovers are pleased to announce that an agreement has been reached with Queens Park Rangers in respect of compensation for David 'Junior' Hoilett.
"The initial fee is £3m, which could rise to £4m dependent upon Hoilett playing a defined number of games for the West London club.
"Furthermore, should the Canadian forward be sold by QPR, Rovers will be entitled to receive a percentage of any fee received by Rangers over and above what they have paid to Rovers.
"Reaching this agreement means that the compensation fee will not now need to be set by the Professional Football Compensation Committee."
Hoilett scored his first goal for QPR in Wednesday night's 3-2 defeat by Reading in the Capital One Cup.
