It was decided that the 22-year-old needed game time in February and he was allowed to link up with a promotion-chasing outfit in Sky Bet League Two until the end of the season.
His focus is now locked on a play-off push, but he will have decisions to make on his future over the summer.
It could be that a door is opened to him at Ewood Park, with a number of eye-catching displays having been noted by his parent club.
Bowyer has seen Morris star in a central midfield role at Fleetwood - earning him the League Two Player of the Month award for April - and admits he will give careful consideration to the youngster when he returns to his ranks.
He said in the Lancashire Telegraph: "I'm delighted for Josh and hopefully Fleetwood can get through the play-offs and finish it off with a Wembley appearance.
"That would be terrific for Josh to play in.
"Competitive football is what he needed and what he wanted.
"We could not guarantee him that with the form of Craig Conway and Tommy Spurr because he can play in two positions.
"But he's gone out there and enjoyed himself and won the player of the month award.
"We'll have to see what happens during the summer, but he's done himself no harm with the performances he's put in for Fleetwood."
