The speedy wide-man has been impressive for Denmark in the World Cup finals and has attracted interest from a number of Premiership clubs including Newcastle United and Villa.
Villa boss Graham Taylor has been working as a football pundit for ITV during the tournament and the performances of Rommedahl have caught his eye enough to lodge a bid for the 23-year-old Dane.
PSV general manager Frank Arnesen admitted that Villa had made a bid for the player, but it did not meet their valuation.
"We've got one concrete offer for Rommedahl and that came from Aston Villa, but it didn't start any negotiations at all, as the offer wasn't near big enough," Arnesen told Dutch daily Ekstra Bladet.
Rommedahl has previously said that he would not be keen on leaving the Phillips Stadium for a move to the Midlands club but that has not deterred Taylor from trying.
PSV are resigned to losing their talented winger but are thought to be seeking a fee closer to £10 million and that could prove too much for Villa.
Newcastle may now step up their bid for the former Lyngby ace who has made it clear that he would prefer a move away from De Eredvisie.
