Taylor is keen to snap up one of the stars of the World Cup, but after his original bid was publicly turned down by the Dutch club a move for the Dane looked unlikely.
However PSV have since indicated that they may look at offers for the winger, and Taylor wants to know where he stands.
"What they told us was the player was not for sale and now they appear to have changed their minds," said Taylor.
The Villa boss is currently dealing with Geroge Boateng's desire to leave the club, with Middlesbrough in pole position to snap up the want-away star.
Boateng is currently in his native Holland, and there are rumours that the player will not return for pre-season training.
"I would be very disappointed if he did not return because if he does stay away that is not going to help matters," admits Taylor.
"I have spoken to George three times since we discovered he was back in Holland.
"But what we can't get out of him is the precise reason as to why he wants to leave.
"He is adamant he wants to go and we will pick this up when he returns."
