O'Leary feels he needs to bolster his attack as Villa have scored just 11 goals in 15 Premiership games this season and he has made a new striker his top target during the January transfer window.
Villa have been linked in some quarters with Cardiff's Robert Earnshaw and Wigan's Nathan Ellington, but O'Leary believes they need a top-quality striker to come into the side.
"People talk about people like Earnshaw and Ellington and I don't think I know enough about them to say whether they'll make it or not," O'Leary told the club's official website.
"But we've spent lots and lots of money on strikers in recent years. If I get some money, I've got to look to buy somebody who has something proven about him.
"Look at the money over the last few years on strikers, we can't afford to get a young fellow in 'will he, won't he' type of thing.
"I'd be able to take a chance if I had two or three absolutely quality, in-form strikers.
"Then I'd be able to buy for the future, but I don't have that luxury."
