Ternent (pictured) has been desperate to bring players in on a shoestring with the club's financial problems well documented.
Orr captains Newcastle's reserve side, but has yet to make a senior appearance for The Magpies.
The midfield star will be hopeful that he can show Sir Bobby Robson his potential with a spell in the First Division, and also help Burnley move away from the relegation battle.
Despite an impressive run in the FA Cup, The Clarets are currently sixth from bottom and are desperate not to be dragged down into the bottom three.
The 21-year-old Orr was also wanted by Division One sides Rotherham and Bradford, but plumped for Burnley.
