Etuhu has been at loggerheads with City over his contract, claiming he was free to leave the club but The Citizens disagreed.
However, the problems have now been ironed out and Preston have agreed to pay £300,000 up front for the highly-rated forward with a further £300,000 to be paid depending on the number of appearances he makes.
Millwall were also thought to be interested in the 19-year-old but Preston are delighted to have beaten them to Etuhu's signature.
"We are delighted to have signed Dickson," North End chief executive Tony Scholes told the club's official website. "He is a young player, only 19-years-old and fits in with the young squad David (Moyes) has put together.
"We are all looking forward to Dickson making a major contribution. A lot of other clubs have been interested, in both the Premier League and Division One, and we are very pleased that he has chosen to sign for North End."
Gudjonsson, who spent a loan spell at Derby last season, has fallen out-of-favour at Las Palmas and the Spanish club are willing to let him leave.
The 28-year-old and Etuhu are both ineligible for this weekend's FA Cup game with Sheffield United, but are available for the trip to Bradford three days later.
Both men will add strength to the squad for the vital last few months of the season as they bid for promotion.
