The Third Division outfit are short on resources in midfield and have signed Irish youngster Whelan to ease their problems.
Whelan is rated highly within the City ranks and he made his senior debut as a substitute in the Uefa Cup qualifying tie against TNS earlier in the season.
The 19-year-old should accrue valuable experience during his stint at Gigg Lane and Shakers boss Andy Preece (pictured) is confident Whelan will add an extra dimension to his squad.
"He's a central midfielder and is good on the ball, and aggressive," Preece told Bury's official website.
"I've said that we needed one or two fresh faces to get things going again. We have a number of injuries in midfield, and that's the reason that we are allowed to bring somebody in
"It's only because we have injuries that this has been made possible. He comes into the side tomorrow (against York) and will give us a fresh look.
"Kevin Keegan thinks highly of him and he has been used in their squad and he has been doing really well in City's reserves."
