Owls boss Chris Turner has been tracking the Republic of Ireland Under-21 international for some time and is believed to have tried to sign him before last week's Nationwide transfer deadline.
Turner is now hoping to tie up a deal for the 20-year-old in the summer with Whelan well down the pecking order at City.
"He is a player we are interested in and we have spoken to his agent with a view to sorting something out over the summer," Turner told the club's official website.
Whelan is keen on a move to Hillsborough after becoming frustrated at his lack of first team opportunities at City.
The versatile performer made his City debut in the Uefa Cup win over TNS at the start of the season, but has failed to feature since.
"It is a good move for me at this stage of my career," said Whelan. "The priority is to get first team football and I hope I will get that at Wednesday."
Meanwhile, Laurie Wilson has been released by Wednesday after failing to make the grade at Hillsborough.
