With the exception of David James, City are shorn of experienced cover in the goalkeeping department, in a situation that is causing Keegan considerable concern.
Belgian Geert De Vlieger has been ruled out long term through injury, leaving only the inexperienced Kevin Stuhr-Ellegard and Kasper Schmeichel as cover for James.
However, City face competition for Rustu's signature from the player's homeland.
Turkish giants Fenerbahce are also keen on landing the experienced shot-stopper and could be ready to mount a rival bid.
