Keegan has just allowed summer signing Ben Thatcher to quit City early, due to the fact his family have failed to settle in Manchester.
Thatcher has now agreed a deal with Fulham, but Keegan has been left short at left back - with only youngster Stephen Jordan available.
Keegan is now trying to seal a number of loan deals and he has confirmed an interest in Besiktas' Juanfran - who revealed to skysports.com earlier this week that he would like to move to England.
"To try and secure three loan deals in 10 days is fraught with danger," said Keegan.
"I always said it would be the last week of January before we could do our business, but if there is one positive from Ben Thatcher's situation, at least it has given me some ammunition.
"Juanfran is one of the players we are looking at. There are not a lot of left backs around and he is quality, but it may be just a bit too expensive for us.
"We are being reactive rather than proactive, at the moment, but at least we are looking to strengthen.
"I'm confident I'll get one in, there's a good chance I'll get two and if I'm really lucky and say my prayers, then I might get all three."
