The Premier League is expected to give Manchester City permission to bring in an emergency goalkeeper until the end of the season.
City made a formal request on Monday and are still waiting to find out who they can bring in to provide cover for the injured Shay Given.
City were reported to be exploring the possibility of recalling Joe Hart from his loan spell at Birmingham after Given dislocated his shoulder against Arsenal.
However, Hart is expecting to stay on loan at Birmingham as there is a clause in his contract that prevents a recall.
Sunderland goalkeeper Marton Fulop has been linked with a possible short-term loan move to Eastlands for City's final three games of the season.
