Manchester City expect Marton Fulop to join in training on Wednesday after sealing an emergency loan.
City asked the Premier League for permission to bring in another goalkeeper after Shay Given dislocated a shoulder to leave Roberto Mancini short of options.
City explored the possibility of recalling Joe Hart from his season-long deal with Birmingham but the two clubs could not reach an agreement.
But City believe they have been successful in recruiting Fulop from Sunderland for the three remaining games of the campaign, with the Hungarian currently down the pecking order at the Stadium of Light.
Fulop would then be set to line up for City against Aston Villa on Saturday, while Faroe Islands international Gunnar Nielsen will provide back-up.
A Manchester City spokeswoman confirmed: "The club, with the backing of the Premier League, have been in contact throughout the day with both Birmingham City and Sunderland with regards to bringing either Joe Hart or Marton Fulop to the team on an emergency basis.
"Agreement has not been reached with Birmingham, but we anticipate that Marton Fulop will join us in training tomorrow and we sincerely thank him and Sunderland AFC for their help in this situation."
The Premier League later issued a statement to make clear that they had no objection to City's request.
The statement read: "The Premier League can confirm that the board has given Manchester City FC permission to sign Marton Fulop on a temporary transfer in line with our rules regarding injuries to goalkeepers."
