A fee in the region of £15million plus bonuses is thought to have been agreed between City and Sevilla for the winger.
And now the only barrier to City completing the deal is a medical, which they are attempting to complete but Navas is currently away with the Spanish national squad.
It has already been a busy summer for City, who could appoint Manuel Pelegrini as their new boss in the early stages of next week, and Navas was not their only transfer target.
A £30m deal to sign Fernandinho from Shakhtar Donetsk was the Etihad Stadium club's first piece of business after the transfer was confirmed on Thursday evening.
And the Brazilian playmaker's former Shakhtar team-mate, Eduardo, thinks he will be a success in the Premier League.
Eduardo said of Fernandinho: "He has a good chance to play for Manchester City and can show all around the world he is a top player.
"I think he is one of the best midfielders in Europe."
