Sky Blues boss Gordon Strachan looked to have lost out on Raja Casablanca midfielder Safri after their relegation to the First Division.
However, the 24-year-old is still keen to link up with Youssef Chippo, who played a major part in the deal, and completed his medical on Monday and agreed personal terms.
Republic of Ireland winger O'Neill is expected to join Safri at Highfield Road as he just has to iron out the minor details of his £1 million switch from the Riverside.
Strachan's attempt to sign O'Neill was revealed on Monday and he is looking to secure first team football and does not seem to be a part of Steve McClaren's plans in the North East.
The new faces would be a great boost for Strachan having just lost John Hartson to Celtic and failing in a move for Steve Guppy, who also moved to Parkhead from Leicester.
The new recruits should be unveiled on Tuesday but both should be completed before the start of the new season on Saturday.
Coventry also continue to be linked with a move for West Brom striker Lee Hughes, and further developments on his situation could well be known this week.
