The striker is able to talk to any clubs who make a £3 million bid for him after having a clause inserted in his contract.
Jewell is confident Ellington will stay at the club until the summer, but that he could move on if they fail to win promotion to The Premiership.
"The position with the Duke is that if someone comes in and bids £3m we have to let them talk to him. But I don't envisage that happening," said Jewell.
"If anyone was to come in for him now it would probably be a club at the bottom end of the Premiership - £3m is a lot of money to spend.
"Norwich have just spent that on Dean Ashton, but only £2m is straight away, with the rest bits and pieces to be added on.
"It has to be £3m guaranteed to get Duke and even then, I wouldn't want to sell him.
"There is a clause in his contract and news of this has mysteriously slipped out into a Sunday newspaper. I've had a chat with the Duke about one or two things and this subject was certainly never mentioned once by him.
"I'm not sure he's quite ready for the Premiership at the moment. Hopefully in another 18 games in this league he will be and with us!"
Meanwhile, Wigan are being linked with a move for Middlesbrough starlet Danny Graham.
The 19-year-old's current contract expires in the summer and Wigan are keeping tabs on his situation.
Graham is currently having talks with Middlesbrough over a new deal as he is highly-rated at The Riverside.
