Didier Digard has hit out at Paris Saint Germain as he waits for his transfer to Middlesbrough to be completed.
Boro have been tracking the 21-year-old midfielder for some time and reportedly agreed a fee with PSG two weeks ago.
A deal is still expected to be pushed through in the coming days but Digard is unhappy with the PSG board, who he blames for holding up the move.
"The story is simple. Middlesbrough are going to pay the 5million euros (£4million) asked for by PSG," he told L'Equipe.
"Normally, a transfer is paid in two instalments - so Middlesbrough pay 2.5million euros now and the other half later.
"But Paris need liquid assets. Paris want the 5million euros immediately.
"So I am irritated. It has taken too long. I am trying to meet up with the board but they aren't daring to make a decision.
"Quite simply, they are all incompetent."
Digard, who returned to training with PSG on Monday, was especially critical of new PSG president Charles Villeneuve.
He added: "When I think that he has even refused to meet the Middlesbrough chairman, who came over especially to sort this problem out.
"Mr Villeneuve prefers to send someone else to talk. I am going mad. This club is doing my head in. I can't stay."
Digard barely featured for PSG during the second half of last season due to injuries and he admits he is fortunate Middlesbrough have shown an interest.
"I am pretty lucky because I have only played for three months (last season), and only one month in my real position," he explained.
