The 22-year-old was a big money purchase from London rivals Chelsea, but has made just a handful of appearances for The Cottagers since signing last year.
Rufus Brevett is Tigana`s favoured left back option, and the arrival of Pierre Wome has forced Harley further down the pecking order.
Tigana knows after making a clutch of signings, he will have to reduce the wage bill and has admitted Harley can go out on loan.
The former Monaco boss said: "I already have Rufus as a left back and with Wome in the squad, we now have the option to send Harley out on loan."
Harley was heralded as a future England international after a string of eye-catching displays for Chelsea, but his career has stagnated since his move to Fulham and he could well find himself on the move again.
