Taylor was given his marching orders after bringing down Simon Davies at White Hart Lane on February 24.
The keeper lodged an appeal, which the Football Association referred to their video review panel.
The panel agreed to Taylor`s request for a hearing, but a meeting at Soho Square upheld referee Graham Barber's initial verdict.
An FA spokesman said: "Footage of the incident was looked at by the video advisory panel, who felt there may have been a case for wrongful dismissal.
"But Taylor's appeal, heard by a three-man commission, failed. So he will serve a one-match ban with immediate effect."
Cottagers number one, Dutch international Edwin van der Sar, is still sidelined, meaning Martin Herrera will be thrown into the fray to face The Saints.
