The Fulham defender is currently on loan at Upton Park and is keen to stay with Alan Pardew's outfit and help them push for a quick return back to The Premiership.
Cottagers boss Chris Coleman appears happy to let the defender go, with the recent arrival of American international Carlos Bocanegra pushing Harley further down the pecking order.
"Fulham have told me I can leave, I am having a good time at West Ham, and in an ideal world I would like to stay," the former Chelsea man told West Ham's official website.
"My loan is up at the end of the game on Saturday, I am just praying that something gets sorted out, because I don't really see that I have a future at Fulham - and I would be happy to stay at West Ham."
Ironically, Harley will have to sit and watch at the weekend when The Hammers travel to Loftus Road to take on Fulham in the FA Cup fifth round.
However, he hopes to be back with West Ham and continue the club's excellent recent run of form in Division One.
"Things are definitely looking good," he stated. "We are moving up the league and we are in the play-off positions now.
"If you look at the league we are still a way off top spot, but there are definitely a few games left in the season and if we can carry on our current form and keep winning games nobody knows what can happen."
