The Fulham defender - who will be out of contract at Loftus Road at the end of the season - is in the midst of a three-month loan spell at Upton Park which runs until mid-April, and wants to stay on when his loan ends.
The Hammers already have two left-sided full backs on their books in the form of Wayne Quinn and Rufus Brevett, and Harley knows he has until the transfer deadline at the end of the month to convince Alan Pardew of his worth.
"I am enjoying it and if it was down to me I would love to stay - but it is not really as easy as that, so we will just have to see how it goes and make a decision," stated the 24-year-old.
"I will have to see what happens as I am not too sure; I haven't spoken to anyone yet but I know the deadline is the end of this month.
"I would be disappointed to go back to Fulham as I have enjoyed it here; we have had a decent run though we could have won more.
"I have been playing regularly and that is all I want to do but it is not just as easy as that - we will have to wait and see."
