The French international has signed a one-year deal with the option of another at the German outfit.
Marlet has been looking for a new club after having his contract cancelled at Fulham earlier this summer.
The 31-year-old endured a miserable time at Fulham after arriving from Lyon in a club record deal of £11.5 million in August 2001.
Marlet spent the last two seasons on loan at Marseille, but the French club failed to make his move permanent.
Wolfsburg have offered Marlet the chance to get his career back on track and he is one of two new signings at the ambitious Bundesliga club, with Portuguese defender Alex also arriving from Benfica.
Alex has inked a four-year deal at the VW-Arena.
Wolfsburg manager Thomas Strunz was delighted to land the two new signings.
"Steve Marlet is very well known in international football, a player who is fast and versatile," said Strunz.
"Alex is less well known, despite being an international, but he is technically very good, like all Portuguese players, and has exactly the right qualities for a right-sided defender."
