The Northern Ireland winger is wanted by his former international coach Lawrie Sanchez at Fulham and was the subject of a recent bid.
The Premier League club's undisclosed offer was some way short of the Owls' valuation of Brunt, who has 12 months left on his contract.
But Owls manager Laws does not believe Brunt will follow the example of Madjid Bougherra, who joined Charlton Athletic in January after asking to leave Hillsborough.
"We don't want to go down the Bougherra route," Laws told the Sheffield Star. "He demanded to go. He told us he wouldn't play for us again if we wouldn't let him go.
"Chris Brunt isn't saying that. He's a different breed.
"We are trying to be progressive. We want to keep Chris.
"Unfortunately, this story about Fulham has got out, for some reason or another.
"We're disappointed that it's got into the media, though not surprised. Things like this can sometimes be interpreted as a way of unsettling a player.
"But we have kept Chris fully aware of the situation. We are standing firm on this. Chris knows that."
